You gotta get one of those things that snapshots all the images.
Then gif making programs are easy to find on the internet.

I can't help you on either of them because I lack all experience in it.

Record a video, open it up and retrieve individual frames then turn those into a .gif. (Or just turn the video clip into a gif with the appropriate software.)

That one takes a video clip which has been edited down to size and then exported as a .gif rather than a .wmv or .mp4

I only know how to do it in photoshop. Tell me if you want to know that.
